The 2008 elections for the Chamber of Deputies were the second legislative elections after the introduction of the new constitution in 2003. The report concludes that although the elections took place in a relatively peaceful environment, there were some fundamental shortcomings in regards to both regional and international democratic election standards.

The EU EOM deployed a total of 101 observers from 26 Member States as well as Switzerland and Norway.The 15 September direct elections for 53 members of the Chamber of Deputies were conducted peacefully and were well prepared. As compared to the 2003 elections, these elections saw significant improvements for candidates, notably guaranteeing the freedom of association and assembly at local level.

This report was released by the Commonwealth Secretariat as a result of an electoral observation mission in Rwanda. The Commonwealth Observer Group monitored the presidential elections held on August 9, 2010. Overall, the Group concluded that the elections were held in a peaceful atmosphere and that they were well-managed by the National Electoral Commission. The NEC administered the voting operations in an efficient way, despite the high voter turnout, and the vote counting operations were conducted fairly. However, in the final recommendations, the observers expressed concerns for the lack of critical opposition voices and the role of the media in the electoral campaign.
