Rwanda: Observation Report, Presidential Elections, The Commonwealth Secretariat (2010) This report was released by the Commonwealth Secretariat as a result of an electoral observation mission in Rwanda. The Commonwealth Observer Group monitored the presidential elections held on August 9, 2010. Overall, the Group concluded that the elections were held in a peaceful atmosphere and that they were well-managed by the National Electoral Commission. The NEC administered the voting operations in an efficient way, despite the high voter turnout, and the vote counting operations were conducted fairly. However, in the final recommendations, the observers expressed concerns for the lack of critical opposition voices and the role of the media in the electoral campaign.
