Afghanistan Election: Guns and Money, International Council on Security and Development - ICOS (2009) This report published by London-based think-tank ICOS, highlights the upcoming elections in Afghanistan and the risk of conflict that could be sparked by them. Afghanistan’s presidential elections, to be held on 20 August 2009, will be a critical moment for a country struggling to deal with a violent Taliban insurgency and a crisis of legitimacy. As such, the success or otherwise of this election will prove crucial. Yet promises of legitimate, transparent elections may prove more difficult to fulfil than had been hoped.
