Description of Electoral System:

(courtesy of IFES election guide)

The President is elected by popular vote to serve a 5-year term. In the National Assembly (Drzavni Zbor) 90 members are elected by popular vote to serve 4-year terms. In the National Council (Drzavni Svet) members are elected by electoral college to serve 5-year terms. 40 seats are directly elected and 50 are selected on a proportional basis - however, the numbers of directly elected and proportionally elected seats varies with each election. This is primarily an advisory body organized on corporatist principles with limited legislative powers; it may propose laws, ask to review any National Assembly decisions, and call national referenda.
