The EC and UNDP have been collaborating in the field of electoral assistance since 1997 but it is since 2004, with the implementation of the project in support of the electoral processes in the Democratic Republic of Congo that the collaboration was strongly intensified, leading to the signature, in 2006, of the "Operational Guidelines for the Implementation of Electoral Assistance Programmes and Projects".

The NIMD is an institute of political parties for political parties. In line with the development cooperation policy of the Dutch Government and as a response to international requests for support by political parties and groups abroad, the Dutch political parties PvdA, VVD, CDA, D66, the Green-Left party, the Christian Union and SGP decided to set up a new foundation: the Netherlands Institute for Multiparty Democracy (NIMD). This foundation was established on 18 April 2000.
