The United Nations Development Programme (UNDP) is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP works in five main areas: democratic governance, poverty reduction, crisis prevention and recovery, environment and energy, and HIV/AIDS.

The organization's work in democratic governance is reinforced by its network of over 166 offices and its global partnerships with democratic governance institutions. Core services to support national processes of democratic transitions focus on: (1) Policy advice and technical support; (2) Strengthening capacity of institutions and individuals (3) Advocacy, communications, and public information; (4) Promoting and brokering dialogue; and (5) Knowledge networking and sharing of good practices. One of the key areas of democratic governance in which UNDP works is supporting electoral systems and processes.

While it is true that elections do not equal democracy, the act of freely casting a secret vote remains an enduring image and feature of democratic life. UNDP is concerned with achieving a balance between supporting the “act” of voting as exemplified by short-term, event-specific election assistance, and supporting the longer-term electoral systems and processes that help to sustain democratic principles throughout societies and their institutions. To this end, UNDP works to promote sustainable and transparent electoral processes and institutions that allow all citizens to elect their representatives freely and hold them accountable for commitments and results.

More specifically, UNDP works with programme countries and partners—both national and international— to promote four key results:

§  Legal and institutional frameworks that enable free, fair, transparent and sustainable elections at all levels in place.

§  Voter and civic education for democratic rights and responsibilities conducted.

§  Electoral assistance coordinated.

§  Women's participation in elections as voters and candidates increased and sustained.

As a dynamic member of ACE, UNDP contributes an assortment of research, funding, expertise and advice pertinent to the collection and dissemination of electoral-related information.
