“Election laws often authorize election management bodies to issue legally binding regulations, consistent with the law, on voter registration, campaigning, voting, vote counting, complaint procedures and other issues. These regulations are extremely important. If not carefully drafted, the regulations, like the law itself, may indirectly disadvantage women. When election management bodies are sensitive to gender considerations, regulations that facilitate women’s participation may be issued.”[1]
