As the practice of sending election observer missions to assess elections has developed rapidly in the OSCE region, there has been a need to establish a more structured ODIHR election observation methodology. The ODIHR's Election Observation Handbook addresses this need by outlining the general methodology of ODIHR election observation in addition to providing a set of practical guidelines for the conduct of an election observation mission. The role of money in politics is an issue of daily debate in old and new democracies alike. The ways that parties get access to money can influence the outcome of elections, determine the relationship between party leaders and members, affect the number of women elected and condition the level of public trust as a whole. The IDEA Handbook is designed to encourage informed public debate. It looks at the strengths and weaknesses of the different national laws and regulations from a regional perspective. It analyses the problems of enforcement and the opportunities for effective public disclosure of funds.

Elections in Fragile States: Between Voice and Violence, Timothy Sisk (2008)

What factors generate election-related violence in fragile states? How can the international community address these? This study from the University of Denver suggests that social structure, political competition, the competence of the electoral administration and the degree of professionalism in the security sector contribute to election-related violence. International influence at mid-rank levels among the perpetrators of violence is limited. Donors therefore need to take a pragmatic approach by working with parties to develop pre-election peace pledges and by tracking violent incidents.
