Cheselden Carmona

Mr. Carmona is a law professor with more than 20 years of teaching experience. He is a regular professorial lecturer and a member of the commercial law department of the Philippine Judicial Academy. He also teaches at the Ateneo De Manila University School of Law and San Beda College of Law, master of law program. He obtained his law degree and PhD in public administration from the University of the Philippines. Mr. Carmona more than 15 years experience in technical consulting and project management. He has extensive experience in electoral reform, particularly in election dispute resolution and the conduct of capacity assessment of electoral management bodies in Asia and Africa. He was part of a team that conducted the 2004 country governance assessment of the Philippines, writing the chapter on the electoral system and undertook organizational capacity evaluation of the Philippines Commission on Elections after the 2010 and 2013 national elections. In 2011, he did a capacity assessment needs for the Electoral Commission of Uganda through a series of regional consultation with representatives of political parties, CSOs, religious organizations and EMB officials and personnel. Both assessments led to the formulation of a strategic plan, which he facilitated and helped draft. In 2012, as a consultant for the Registration and Election Review Committee, he conducted organizational and capacity assessment needs for the Independent National Electoral of Nigeria. In 2012 to 2013, he also did a capacity needs assessment for the Political Parties Dispute Tribunal (PPDT) of Kenya and a capacity needs assessment in the area of election dispute resolution for the Independent Electoral and Boundary Commission (IEBC) of Kenya and, to a limited degree, the Zimbabwe Electoral Commission. In 2012 to 2013, he was part of a team of international experts as an Organizational Assessment Expert that reviewed PNG-EC’s organizational governance structure, leadership and programme management capabilities, gender equity and social inclusion (GESI) and human resource capabilities. He was also separately contracted by PNG-EC to further help the commission develop a succession planning for its officers and staff. He served as the Chief of Party of a USAID rule of law and anti-corruption project in the Philippines, which led and oversaw the implementation of various technical and training assistance to government and civil society organizations in the areas of anti-corruption, anti-TIP, use of integrity development review tools, judicial reform (access to justice, case management, automation, judicial trainings). He was the lead consultant of an ADB regional technical assistance to the Asian Ombudsman Association, provided technical leadership in the conceptualization and implementation of capacity development activities and publication of knowledge products. He is consulting on a wide range of governance and rule of law projects in Asia and Africa. He is presently conducting a CNA of the Office of the Registrar of Political Parties of Tanzania. He is also Supreme Court accredited mediator for the Philippines Court of Appeals.
