Monitoring and Evaluation and Risk Management for EMBs
Monitoring and Evaluation and Risk Management for EMBs
ACE, May 20. 2015This question is posted by ACE on behalf of Aiah Ernest Sam, National Electoral Commission of Sierra Leone.
Question:
Dear All,
The National Electoral of Sierra Leone in its 2015-2019 Strategic Plan titled ''Consolidation for Sustainability'' has identified key issues such as monitoring and evaluation and risk management. I would like to get relevant information about the issues related to the development of M & E, Post Elections Audits and Risk Management Frameworks.
Please help me with relevant suggestions as to the contents of such documents and any other relevant information that might be of help in the development and implementation of such programmes within the Commission's operations.
Thanking you in advance for your timely response.
Regards,
Aiah Ernest Sam
Director of Internal Audit

Summary:
Ingo Boltz shared a free tool from International IDEA targeting actors with a mandate or interest in supporting credible and peaceful elections, including electoral management bodies, security sector agencies, and civil society. It is “intended to build users' capacity to understand electoral risk factors, collect and analyze risk data, design prevention and mitigation strategies, and record the results of actions.” Interested users should contact International IDEA at this email address: [email protected] or by completing this online contact form.
Another practitioner provided a document highlighting some of the challenges faced by the Independent Electoral Commission of Iraq after 2005 elections in the country.
A white paper produced by The International Foundation for Electoral Systems and Democracy International discussing best practices for election audits serves as an additional resource. A key finding of this analysis is that audit standards and procedures should be predetermined and consistently applied when a post-election audit is conducted. The paper also outlines operational considerations for EMBs managing an audit process. These considerations include the use of fraud prevention tools, pre-election integrity assessments, and electoral integrity management plans to “prioritize vulnerabilities, identify the most severe risks, and outline how and by whom the risks will be mitigated.” Key considerations include transparency during the movement of sensitive audit material, adherence to a code of conduct, and the uniform implementation of procedures.

Sameer Dwaikat, June 21. 2015I think it's an appropriate presence in the strategic plan the fact that the monitoring and evaluation necessities for the integrity and transparency of work, and that the administration risks as well as the task of the fact that there is no experiments in the election to succeed or fail and failure , So the failure of an entire country or the whole society means and thus to deteriorate and is gone for the loss.
