Marc Lemieux

Marc Lemieux, a Canadian, has a dozen years experience in organising and observing elections, including 2 years in Iraq with IFES. His peer-reviewed publications include : Iraq’s conflicted transition to democracy, Analyzing elections in a violent society, the Iraq chapter - Elections in Dangerous Places, McGill-Queen’s University Press, August 2011; and Iraq’s 2009 provincial and regional elections: the dynamics of political identity since 2005, in July 2010 issue of the International Journal of Contemporary Iraqi Studies, published by Intellect (UK). Since 1993, Marc has worked with 2 United Nations peacekeeping missions : UNTAC to organise elections in Cambodia (1993), and MICIVIH to monitor human rights for the UN / OAS in Haiti (1995-96). Marc has monitored elections for the UN, OSCE, OAS and CIDA in Haiti (3), Bosnia, Serbia, Ukraine (2), Russia, Georgia and Cambodia (2). In addition to conducting civic education and training of civic groups in election monitoring for IFES in the DR Congo, he deployed a dozen delegations of Canadian election monitors for CIDA between 2000 and 2002.
