Lucien Toulou

Lucien Toulou is currently the EISA Programmes Director. Previously, he served as the EISA Country Director. Between March 2009 and March 2014, he was the EISA Country Director to Chad, then Madagascar. He was also a Researcher and a Programme officer - Elections and Political Processes at EISA headquarters in Johannesburg, South Africa. Previously, he worked as Electoral Advisor with the United Nations Operation in Cote d’Ivoire (ONUCI) and was a political science lecturer with the Catholic University of Central Africa, in Yaoundé, Cameroon, He has conducted several trainings for Election Management Bodies (EMBs), provided technical assistance to pan-African institutions and Regional Economic Communities (RECs) in planning, deploying and coordinating election observer missions, support activities to civil society organizations by training non-partisan citizen observers. He has observed elections and/or coordinated international election observer missions all over Africa. Lucien Toulou holds a PhD in Political Science from Sciences-Po Bordeaux, France, and has authored articles and book chapters on issues related to elections and democratic governance in Africa.
