David KuennenDavid Kuennen is a senior election advisor for the U.S. Agency for International Development. He is an election specialist with more than two decades of experience working on elections in the U.S. and internationally. Prior to joining USAID in 2023, Kuennen was a branch chief at the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, where he advanced U.S. government election security efforts, providing cyber and physical security risk management guidance to election officials and their private sector partners. Kuennen previously worked as a senior advisor and researcher at the U.S. Election Assistance Commission, where he led the agency's implementation of the Election Administration and Voting Survey, the most comprehensive survey on U.S. election administration. Prior to his work on U.S. elections, Kuennen designed and implemented election and democracy assistance programs with various international donors and implementing partners. Kuennen's international experience includes work on elections in Africa, Asia, and Eastern Europe. |
