With a wide-ranging field expertise, he has developed a thorough understanding of international cooperation issues with specific emphasis on governance, democratisation and peace building. Specialised in electoral operations in post conflict environments, he has advised many election commissions across the world. He is graduated from the Paris Institute of Political Studies (Third Cycle-DEA, 1992) and the Grenoble Institute of Political Studies (MA, 1986).
