Dear colleagues, 

For my master thesis on EU election observation, I am searching for the Final observation reports from the 1996 municipal and 1997 general elections in Bosnia and Herzegovina. I have already been in touch with the relevant offices in Brussels and Sarajevo but with no success. Any assistance in finding these reports is much appreciated. Best regards, Anita

Practitioners' Network (PN) members addressed this question by referring to their expertise and external sources. A summary of the responses follows: 

 General 

• The 1996 municipal elections were initially planned to be held together with the 1996 general elections, but eventually the municipals were postponed to 1997.
• In 1997 there were no general elections, only the above mentioned postponed municipal elections and elections to the National Assembly of the Republika Srpksa.
• The next general elections were held in 1998.

While I do not have copies of past EU EOM reports it may be useful to know that the elections as stated in the question did not take place:

• The 1996 municipal elections were initially planned to be held together with the 1996 general elections, but eventually the municipals were postponed to 1997.

Hi Ayesha

I was responsible for observer training in the 1996 ODIHR observer mission and was the coordinator of the observation of registration for the 1997 elections.  My papers from that time, which are reasonably extensive, are in my library in the UK.  However, I am currently working in Asia and the Pacific for IDEA and will not be able to access then until about the beginning of October.  Let me know if that will still be of any help to you.
