Employment Record and Work Experience (a) Principal, Election Officer Uganda Electoral Commission in Field Operations dept. (b) Senior, Election Officer (Desk Officer, Mid Western Region) – Uganda Electoral Commission in Field Operations dept. I have worked with the Commission since 1998 on permanent and pessionable. However I had work with Commission for Constituency Assembly in 1995 to 1997 on a Contract basis as Data Editor and Editors Superviser. Currently my schedule of duties involve Reports to the Headof Field Operations; Liases with Commissioners in charge of regions on electoral matters in their respective regions; Coordinates electoral activities both in the Field and Headquarters; Draws election plans, programmes and budgeting of electoral activities in the region; Specifies the structure, quality and quantity of election materials for the districts; Supervises the District Electoral staff in the district; Compiles data on regional activities; Do receive, verify, compile and transmit election results, from the districts in the region, to EC headquarters; Receives, compiles and summarises district reports in the region for submission to EC headquarters; Prepares and supervises packing and dispatch of electoral materials in the region; Designs, proof-reads, distributes and controls the use of Ballot Papers for the region; Handles election-related complaints in the region in liaison with the Legal Department; Monitors and evaluates election activities, Maintains a database of all administrative units in the region; Ensures that Candidates campaign in an orderly and organised manner; Manage logstics and resources at regional level; Accounts for Electoral Funds in the region; Handling election complaints and petitions, Ensuring compliance by political parties, Representing the Department in Management and Commission Meetings and Seminars and Workshops in the absence of the Head of department, preparing departmental reports covering activities over a given period, Conducting departmental meetings and post election workshops. (c) Returning Officer – Uganda Electoral Commission I was appointed by the Commission as Returning Officer for Lira and Buliisa Electoral Areas. My duties were to conduct nominations of aspiring candidates at all levels; Monitoring and supperviwsion of campaigns and canvassing; Supervision, monitoring of election activities like registration, nominations, campaigns, display of the national voters register and polling day activiites, Liase with the security organisations to ensure peacefull elections are conducted, Payments to all participant in the election activities, Accountabilty of the all election funds that are advanced to me for elections, Election administration and complaints / petition solving at all levels, Conducting consultative meetings with the candidates to resolve complaint and petitions, Distribution and retrieval and safe custody of election materials before, during and after elections, Packing and assembling of election materials at all levels, Training of election officials, observers, monitors, agents and security officials about the dos and donts in the elections, Liase with all the stake holders in the elections especially Political Parties and Oragnisations; Compilation and tallying of all the results in an election; Decralation of the results and announcement of the winners or successfull candidates and Preparation of the election reports and post election evaluation. (d) Secretary, Contracts Committee - Uganda Electoral Commission (Secretary Contracts Committee is a person of proven track record of sound judgement, appropriate level of seniority and experience in decision making, with experience in public procurement and disposal) The duties included preparinf and Compiling minutes of every contracts commttee meeting minutes, Write and sign all the awrded approved by the committee; Approval of solicitation documents and any addedum, Approval of completeness and suitability of the statement of election requirements, Approval odf appropriateness and applicability of the proposed evaluaton methodology and criteria, Approval of the appropriateness of the type of contract to the procuremenr requirement, Attend and witness pre-bid meetings, bid closing, bid openning and contract negotiation meetings, Approve the member ship of evaluation committee, technical, financial or combined evaluation reports, the membershi and objectives of the negotiation team and the outcome of any negotiations, Approve contracts ammendments and Coordinates the procurement unit and the user departments on the decisions made by the Contracts Committee. (e) Member of Quality Control Committee - Uganda Electoral Commission This Committee was established by the Commission to Ensure quality and quantity of election materials are purchsed, Adhrerence to the election timetable and timeframe, Ensure the electoral process is in progreess according to the approved programee; Reminds to the respective departments about their duties, task and function before, during and after the elections; Compile all the problems, hinderance and bottlenecks and propose the posible remidies in the electoral Process; Ensure proper packing , loading, dispatch, distribution and retrieval of election materials; Capacity building, human resource development and control of use election funds and election materials; monitor nominations, Canpaigns, polling, tallying of election results and Building public trust and confidence in elections. (f) Secretary General for National Election Liason Committee (Inter Party Committee) This Committee comprise of two representatives from each Political Party and members from the Commission. The Commission established the Committee to hear complaints and problems from Parties, share experiences about the Electoral Process, Solve Election Complaints that emanate during Campaigns, recommend possible solutions to the problems raised, agree on the code of conduct of Parties, organisations and Commission and educate Political Parties about the Electoral Process and Election Programmees. My duties included among others keeping attendance register, prepare notices for meetings and minutes, chair meetings in absence of the Chairperson, implement the agreed solutions, communicate to all the stakeholders, write reports, process sitting allowance for members and any other asigned duties. (g) Tresurer for Electoral Commission Staff Saving and Credit Cooperative Society 8. Writings & presentations 1. The challenges faced in the organising, conducting and supervising free and fair elections and referenda towards the democratisation process in Uganda 2. The institutional and legal context of the 2006 Presidential and Parliamentary elections in Uganda. The purpose of the project was to analyse the democratisation process in Uganda by focusing on institutions designed to secure democratic accountability. 3. Uganda – case study about Direct Democrancy submitted to IDEA for publication October – November 2007 4. The electronic tallying of Election results for General Elections in the entire country 9.
