Domenico Tuccinardi

Domenico Tuccinardi is currently the Senior Programme Manager within International IDEA's Global Programme. Domenico has been Director of the NEEDS Project , the EU training and methodology development program for observers from 2008 to 2012. Domenico is a specialist in electoral management and electoral legislation, having worked in the field of electoral assistance and governance development in Eastern Europe, the Middle-East, Asia and Africa for 18 years. As OSCE Deputy Director of Elections in Bosnia between 2001 and 2002, he designed the transfer of the election administration functions to the newly created Election Commission of Bosnia, where he represented the OSCE as delegated commissioner. Among his main appointments in OCV-related issues, Domenico directed the registration of BiH refugees in Croatia in 1999 and the global registration and voting programmes of BiH refugees between 1999 and 2000. Domenico was also the Election Administration specialist of the IFES planning team for the Iraq Transitional Elections of 2005, and later on he led the EU project in support of the same elections. More recently he was Special Advisor for the EU to the “Ad Hoc Referendum Commission on the Independence of Montenegro”. Among his main appointments in electoral observation, Domenico was Deputy Chief Observer for the EU Election Observation Missions in Venezuela (2005) and Nicaragua (2006), and electoral analyst in Nigeria (2003) and Indonesia (2004). He is also the co-author of the EU Methodological Guide on Electoral Assistance (2005) and has managed the establishment of the Practitioners’ Network of the ACE Electoral Knowledge Network. Domenico currently collaborates with specialized publications in the field of electoral management, voter registration and technology. He holds a Law Degree and a MA in International Law and International Relations.
