Luie Tito Guia

I am a lawyer by profession who specializes in election law. I manage my own law office. As an election lawyer I have represented candidates in election contests before election tribunals and courts in the Philippines. I have also counseled and provided consultancies to election candidates on their rights and duties. Recently, my election law practice included giving consultancies and advices on election law to media organizations, development organizations, and other institutions. My specific areas of interest include election adjudication process, campaign finance, voter education, and election administration. I am also involved in electoral reform advocacies through my civil society affiliations. I am currently the Director of the Political and Electoral Reform Desk of Libertas, an organization of lawyers and law professionals who are pushing for democratic and governance reform. I am also an Executive Committee member of the Legal Network for Truthful Election (LENTE), a network of lawyers' groups organized to monitor elections and an accredited citizen's arm of the Philippine Commission on Elections. My other civil society affiliations include the Consortium on Electoral Reforms (CER) and the Pera't Pulitika (Money and Politics) network . I served in the Philippine Commission on Elections working for the Chairperson and a Commissioner from 1991 to 1997. To date, I have a total of more than 18 years of election experience, not counting my occasional volunteer work with an election watchdog National Citizen's Movement for Free Elections (NAMFREL), when I was a student.
