Theo NoelI'm a Canadian citizen born in the French speaking north east New Brunswick. Originally a teacher, then a municipal manager, a constituency party chairperson, a campaign manager, a census area manager, returning officer,director of elections and electoral consultant. My experience goes from assessment to election advisor, regulations and procedures, trainer, voter education, registration of voters and elections evaluation. I started as international electoral technical advisor in 1991. I am presently in Kenya since 2002 managing an election assistance project to strengthen the management capacity of the Electoral Commission of Kenya. |
