Andy M.A. CampbellAndy Campbell has extensive experience and knowledge of the Middle East and South Asia as well as the South Pacific, with a particular reference to those states in transition. He is an implementer of large-scale Democracy & Governance programmes in civil society, political party development and elections management. He has a passion for the correct implementation of Open Data in elections. He has over 20 years’ experience in a wide variety of organisations including the United Nations as Regional Elections Coordinator, National Democratic Institute for International Affairs (NDI) as Senior Country Director (Afghanistan) and Director for Elections, International Organisation for Migration as Head of Field Office and Deputy Head of Country, as well as various agencies in the Australian Government including the Australian Election Commission and various private and faith-based organisations. He is an experienced leader and manager with a passion for equity of access for marginalised groups, as well as capacity building for local staff and organisations. In addition to being experienced in every facet of electoral management at a senior level including voter registration, operational planning, boundary delimitation, counting and judicial complaints, he is also experienced in managing Electoral Observation Missions and Out of Country Voting programmes. He has worked for permanent EMBs as well as building capacity in host nation EMBs. He has intimate experience and involvement in the electoral and political process of Afghanistan. His experience includes having worked on the 2004 Presidential Election, 2005 Wolesi Jirga and Provincial Council Elections, 2009 Presidential and Provincial Council Elections and the 2010 Wolesi Jirga Election. He has particpated in a number of EOMs including Asian Network for Free Elections (ANFREL) as a member of ANFREL leadership delegation for the Thai General election 2011 and as a STO with the Australian Timor-Leste Friendship Network (ATLFN) for the 2012 Parliamentary elections. He has a Master’s degree (High Distinction) in International Relations & Political Science as well as Bachelor's degree in Social Anthropology and Comparative Religious Studies and a Graduate Certificate in Public Administration. He has numerous vocational qualifications and awards, civilian and military. In addition Mr Campbell is an experienced Senior M&E analyst and has completed Counter Insurgency Leaders Training in Afghanistan and Counter Terrorism Investigation with the Australian Federal Police. He speaks English, French and Arabic and serves as a member of the Council of Experts for Regional Dialogue (Uzbekistan). He is also a member of the Australian Civilian Corps (DFAT) as a Deployable Electoral Expert. |
