Mohamed Mansour

Mohamed has been involved in every election/referendum in Egypt since its revolution in 2011; 6 in total, so far. His involvement was from an ICT-standpoint at first, but evolved to electoral management in more recent elections, in his current capacity as a member of the secretariat of the High Elections Committee (the EMB in Egypt). He was exposed to international experiences in electoral management and the role ICT plays in elections through his participation in numerous international workshops and conferences. He contributed many improvements to the electoral process, to improve integrity and transparency. Measures he has introduced to different electoral stages were recognized by local and international observers of elections in Egypt, as ones that enhance the integrity of elections. On the voter education front, Mohamed supervised the development of a comprehensive campaign for the first parliamentary election in post-revolution Egypt in 2011. He also managed the HEC’s presence over social media, aiming at raising voter awareness of the electoral system and developments, as well as increasing participation. He was involved in an advisory capacity in developing the voter database based on Egypt's civil registry, as well as co-developing and overseeing the implementation of the out-of-country voting model and legislations in Egypt. Moreover, he was engaged in developing requirements for a results management system, which announces results in real-time (after counting is completed). On the ICT front, he was in charge of overseeing the development of the elections website and managing its content, availing polling station inquiry services through multiple channels (call center, website, SMS, mobile apps, etc...), making the case for and developing online observer registration and review. His most recent ICT-based endeavor entailed real-time electronic registration and publishing of candidate information and results over the EMB’s website.
