This question was posted on behalf of Francis Dakeni, member of Papua New Guinea’s electoral management body.
I am looking for examples of election logistics manuals that encompass procurement, storage, and distribution of electoral materials and the use of transport.
Both copies of manuals and references are greatly appreciated.

Michael Boda, October 13. 2011One of the most thoughtfully assembled election manuals I've seen was written by the UK Electoral Commission in 2005 in preparation for elections in Scotland. It's entitled Managing Electoral Services: A Good Practice Guide for Elections in Scotland. It focuses more on logistics and less on procurement. Apologies, I have a hard copy in my office, but not a pdf. I've just had a look and cannot find this manual online, so perhaps you should go to the EC's website (www.electoralcommission.org.uk) and ask for a copy.
Regarding procurement, there are some good resources available within IFES' online Buyer's Guide at http://www.ifesbuyersguide.org/resource_center.php. While this doesn't fulfill your need for a manual, a number of articles there offer guidance on how to proceed.
