by: The Carter Center
The first administrative recommendation that was made is the necessity of the creation for the basic skill and knowledge requirement for a member of the electoral commission or KPU. They must have sufficient understanding of the electoral law as well as management skills. The poll workers must be trained better.Osbervers noticed that many didn't fully understand their responsibilities. Another large issue was that the voter registry was under the control of both the KPU and the ministry of Home Affairs making the responsibility of voter registration solely the KPU's will solve many of the inconsistencies seen in this election. There is a need to increase the transparency of voter tabulation progress in Indonesia. In addition there needs for more transparency in the acquisition distribution and return of the voting technology. Last there must be a greater representation of women on the ballot this must be encouraged in future election.
