It is crucial that more grassroots and civil society based actions are taken to reach a wider and needier audience. The ECP should therefore dedicate at least one officer in each province to be the Public Outreach Officer (POO) responsible for nothing but voter education and public information activities at the time of elections. S/he should be the focal point within that geographical area of responsibility. Furthermore, in the run up to elections, the Director of Public Relations at ECP HQ should organise regular meetings with the POOs in order to develop and ensure a uniform implementation of voter education activities.

Nos observations ont fait apparaître une quasi-absence d'activités dans le domaine de l'information sur les enjeux de l'élection et sur les modalités pratiques du vote. Ceci constitue une lacune importante qui doit être comblée à l'avenir. Par ailleurs, la faible participation des femmes à la vie politique en général et le nombre fort réduit de femmes élues lors du scrutin du 15 décembre (seulement 7 femmes parmi les 160 députés élus) indiquent la nécessité de conduire en ce domaine des activités particulièrement ciblées sur cette partie de la population. Des activités pourront s’effectué concernant les élections a venir (municipales et provinciales), mais aussi concernant le travail des députés élus avec la population en général et les élus en particulier.

More than in previous occasions, indigenous people especially women have shown to an extraordinary degree the political will to register, getting mobilized during the campaign and turn out on elections day. Certain areas of citizen participation seem of particular importance such as the protection of fundamental rights and the procedures to deal with public authorities, both in getting information and presenting complaints. On this latter respect, it is not just by change that the largest number of all electoral complaints brought before the electoral authorities was discarded on the ground of the complainant’s “lack of active legitimacy.”

Civic and Voter Education campaigns should receive ample financial support allowing for the design and implementation of programmes promoting civil and political rights throughout the entire electoral cycle. Campaigns targeting youth and first time voters, especially those living in more remote areas of the country, should take precedence. Furthermore, involvement of traditional authorities, such as Régulos and local social structures, is vital for the access to tabancas where illiteracy rates are high and national TV and written media have little penetration or no expression at all. Civic education campaigns need to be extended to effectively cover all national territory, including remote areas in the Tomabali and Bijagós regions. As seen during the 2008 civic education projects funded by the EC, cascade training to local organizations and groups should be implemented well ahead of the pre-election period. Local think-tanks such as the “Cidadãos de Boa Vontade”, youth and women NGOs, the CNE and the School of Law should be called on to give input to the design of different campaigns targeting specific electorates. Activities should also include comprehensive programmes in schools and media pertaining to issues of civic and political rights and understanding of the democratic process.
