Peru: Final Report, NDI/Carter Center Joint Election Monitoring Project (2000)

The Carter Center and the National Democratic Institute for International Affairs promoted a comprehensive international monitoring effort to observe the 2000 elections in Peru. This joint project focused mostly on the pre-election period, the most delicate one. The two institutes identified some issues regarding the lack of media coverage, incidents of intimidation, and unlawful actions by the state security agencies.
