On June 27, 2010, a constitutional referendum is planned to be held in Kyrgyzstan. OSCE/ODIHR has deployed a need assessment mission to Bishkek on 6-8 May, 2010. The purpose of the mission was to assess the environment, conditions and level of preparation for the referendum, and to advise on modalities for a possible
observation activity. The NAM held meetings in Bishkek with representatives of the
provisional government, election administration, political parties, media, civil society and international community.

In its preliminary findings, OSCE/ODIHR election observation mission states that the authorities of the Kyrgyz Republic succeeded in creating the necessary conditions for the conduct of a peaceful constitutional referendum on 27 June in spite of challenging circumstances. Although there were evident shortcomings, the reported high turnout indicates citizens’ resilience and desire to shape the future of their country.

In its final report on the 10 October parliamentary elections in Kyrgyzstan, published on 20 December, ODIHR concluded that: "[the] elections constituted a further consolidation of the democratic process. Political pluralism, a vibrant campaign and confidence in the Central Commission for Elections and Referenda ... characterized the elections. The authorities displayed the political will tohold democratic elections in line with OSCE commitments. Nevertheless, there is an urgent need for profound electoral legal reform."
Among the priority recommendations are the revision of the Election Code; the possibility of establishing a centralized, electronic voter register; reforming the national registration systesm to ensure accurate data for the formation of voter lists; and training for members of election commissions.
