Kyrgyzstan: Statement of Preliminary Findings and Conclusions on the 27 June 2010 Constitutional Referendum, OSCE/ODIHR (2010)

In its preliminary findings, OSCE/ODIHR election observation mission states that the authorities of the Kyrgyz Republic succeeded in creating the necessary conditions for the conduct of a peaceful constitutional referendum on 27 June in spite of challenging circumstances. Although there were evident shortcomings, the reported high turnout indicates citizens’ resilience and desire to shape the future of their country.
