Panama: Martinelli seeks to defeat Herrera, Angus Reid Global Monitor (2009)

"Torrijos vowed to implement tax reforms and pledged to sign a free trade agreement with the U.S. The president’s term has been marked by a successful referendum in 2006 in which Panamanians approved the expansion of the Panama Canal at a cost of $5.25 billion U.S. The massive undertaking will add a parallel set of locks to allow giant cargo ships to pass through the waterway. The government thought the project was necessary since new vessels are already unable to pass through the current locks, which could render the Canal obsolete"
