The two‐week electoral campaign for the second round was held in a quiet and orderly manner. As in the first round, the second round election was conducted under a legal framework that provided for democratic elections. The EU EOM considers, however, that the legal framework can be improved, harmonized and simplified in advance of future elections. Essential improvements already recommended by past EU EOMs include, among others, then implementation of the vote of the Guinean Diaspora, a provision for election monitoring by
non‐partisans groups of domestic observers.

The presidential election was the fourth held since the establishment of a multi-party system in 1991. The process was organized by the CNE (Comissão Nacional de Eleições) in a professional, dedicated and transparent way and
according to international principles. Despite the tense and insecure situation created by the killing of one candidate and a member of the Popular National Assembly (Assembleia Nacional Popular –ANP) the day before the start of the first round electoral campaign, voters and candidates fully enjoyed during the entire process their rights to vote and to be voted within an environment of freedom of expression, movement and association.

The early presidential election in Guinea Bissau was held in two rounds in June and July 2009. It was the fourth election since the establishment of a multi-party system in 1991. This report concludes that despite the tensions and insecurity caused by killing of one candidate the day before the start of electoral campaign, the election was generally peaceful and orderly. The report also identifies the observed shortcomings in the different phases of the election.
