The present study on “The Longer Term Impact of UNDP Electoral Assistance: Lessons Learned” consolidates in a systematic manner the lessons learned and the good practices on UNDP’s electoral projects where the organization has been active in this area for over a decade. The study identifies best practices that can be shared to inform future programming and policy formation and focuses on the principles of sustainability, cost-effectiveness, national ownership and human rights. The scope of the study is global, but it also focuses on eight country case studies: Bangladesh, Cambodia, Georgia, Indonesia, Liberia, Mexico, Mozambique and the Occupied Palestinian Territories.
The study aims to assist electoral practitioners in planning and implementing long-term electoral support projects more effectively and sustainably while achieving development objectives.

Within the framework of the Strategic Partnership between EC and UNDP, a specific document on Electoral Assistance activities was signed in April 2006 – the Operational Guidelines on Electoral Assistance. This document rationalized an existing de facto partnership on the ground and aimed at clarifying implementation aspects, tightening up and improving the EC/UNDP collaboration on electoral assistance and providing for more concrete involvement and influence of the EC in the preparation of projects. In practical terms, it provides Delegations with a centrally agreed operational framework for the implementation of electoral assistance projects; and is applicable only when and if a Delegation decides to contribute to UNDP managed project of assistance.

The GECOM has received the needs assessment report from the Commonwealth Secretariat and is currently issuing temporary identity card to process to the voters registration. The Elections commission has also signed an agreement with the Government of Guyana and several donors in order to obtain support for the next elections. The GECOM is preparing a report supporting legal reforms that aims to reinforce electoral transparency. Certain deficiencies in the Election Laws were underlined by a USAID report.
