Papua New Guinea: Electoral Incentives for Inter-Ethnic Accomodation

This was an enlightening piece because it paid attention to the political consequences of electoral systems. AV would seem good for pulling ethnically fragmented polities together, as you say, and FPTP tends to reinforce clannish behaviour. Mapped onto the UK situation, about to hold a referendum on moving from FPTP to AV, one could say AV would reinforce inter-party cooperation and convergence in the face of an youthful electorate that complains all parties seem so similar that there is no point in voting at all. So your piece provides arguments for a NO Vote in the forthcoming referendum of May 2011.
