Dr. Noor MohammadI worked as a voting member of the Joint Electoral Management Body (JEMB) Afghanistan, wherein, working on the entire range of electoral issues in coordination with the Afghan and international members of the JEMB, drafted electoral law amendment proposals, rules and procedures for the JEMB to conduct parliamentary and provincial council elections 2005 in Afghanistan. Capacity building of the local JEMB members and the JEMB Secretariat staff was another task performed with success which is evident by successful conduct of the 2005 elections. I also worked as Chief Electoral Advisor to the Independent Election Commission (IEC) of Afghanistan on UNDP contract; provided leadership to a group of international advisors supported by UNDP, IFES and The Asia Foundation, for capacity building of the IEC Commissioners and its secretariat staff in HQ as well as in the provinces; drafted civil and voter registry (CVR) procedures; prepared pilot CVR project for UNDEF funding, which was approved by UNDEF. In addition, launched a massive drive for fundraising with donors, diplomatic community and took all the stakeholders on board to achieve the mandate of making IEC sustainable, to build its capacity to do CVR in a way that the database is useful for security agencies and voter list is printed as a by-product of the CVR as and when needed for all elections – national and local. I have been election observer in 2003 Mexican elections and 2004 Australian elections as visitor and observed Nigerian elections 2007 as a member of the Commonwealth Observation Team. This experience will be helpful in facilitating election observation, in case I am required to organize election observation. Being a member of the Indian Administrative Service (IAS), I have led a number of projects successfully during my career since 1977 and have exhibited my professionalism, decision making qualities, and leadership skills. I have planned and implemented a number of important projects like planning and execution of voter register computerization and printing for Kashmir for 2002 elections, voter registration in troublesome areas like Kashmir, Assam, Manipur, Bihar etc. and successfully conducting as many as 5 General Elections in India. I have a Ph D degree in Economics and work experience in the electoral field at Sub-district, District, Province, National and International levels. I have a long experience in various democratic governance related fields as a member of the IAS and have fruitfully interacted with the media, elected representatives and the political executives. I am fluent in spoken and written English and have the required international electoral experience which together with my other experiences will be helpful in taking up any election related assignment. At present I am working as faculty in India International Institute of Democracy and Electoral Management, New Delhi. |
