- My name is BUCUMI JULIUS, State Advocate in Tax and Customs matters. I was born in 1968 in Burundi, Ruyigi Province, Kinyinya commune, in the eastern part of BURUNDI. I have an LLB, a masters’ in Human Rights and Peaceful Resolution of Conflicts. In addition, I've got a diploma as librarian, documentalist, and archivist. -I have also certificates in effective electoral assistance; Gender and elections; as trainer in preventing bio-terrorism; refugee determination status officer; trainer in techniques of seminars' facilitation. I know the exile life for a cup of 6 years in Kenya. I have 5 beloved kids among them one is a boy. -I have been a Judge, a Vice President and at the same time President of the Special penal chamber in charge anti-corruption and economic malversations within the High Court in the Mayor of Bujumbura. -I have been also, the Deputy Attorney General and the Chairperson of the National Consultative Committee for fast tracking the East African Community Political Federation. -In 2004-2005: I was a member of the Provincial Independent Electoral commission in Bujumbura mayor ship. Six types of election were held at that time: referendum, communal, presidential, legislative, senatorial and local ones. I was in charge of coordination of election activities in Kamenge and Kinama Communes. -From 2006 to 2009, I was member of the Magistrature Superior Council, -From 2008 to 2011 i was the Chairperson of the Title Deeds’ Council Board of Administration. -From 13.3.2009 until 5.12.2012, I was a Commissioner in Charge of Electoral Operations, Logistics and Legal Affairs in the Burundi National Independent Electoral commission. We conducted 5 types of elections within 4 months: communal, presidential, legislative, senatorial and local ones. I was involved in Conception of many electoral modules and training on legal framework, capacity building, voter and civic education, election disputes resolution, democratic culture, logistics' deployment and their rollback etc. I have been observing general elections in South Africa and Liberia. -From July 15th to August 11th, 2012: Accredited with distinction at the University of South Africa (UNISA) on MANAGEMENT OF DEMOCRATIC ELECTIONS IN AFRICA, -From January 4th, 2013 up to 19 June 2014: Inspector of Justice. - From 19 June 2014 up to 7 July 2014: Director General in Charge of Coordination of Political, diplomatic, Defense and security matters in the Ministry at the Presidency in charge of East African Community Affairs. - From 7 July up to 3.10.2014: Director of Investigations on Domestic Taxes and Customs within the Burundi Revenue Authority(OBR). -From 3.10.2014 to now: Legal and Appeals Director and TAX State Advocate in Tax and Customs matters within BURUNDI REVENUE AUTHORITY(OBR). - From july 3rd,2017: Director of Intelligence and Risk Management/OBR, -From 2018 until now, I am a Investigation Director,Burundi Tax Conventions Commission Coordinator to deal with tax conventions negotiations between Burundi and other countries.
