One key difference between the United States and other countries is the level to which American elections are governed in a decentralized manner. In the U.S., there is no central election body. No single federal government agency is in charge of reporting the results of federal elections, adjudicating federal election disputes or setting the rules for federal elections. Instead, American elections are run by states – within a basic framework of anti-discrimination laws set by federal law – and almost all states, in turn, delegate the actual conduct of elections to local election officials. It is in the almost 10,000 counties, cities or townships (local election jurisdictions) that elections are implemented in the U.S.

On Nov. 2, 2006, The Carter Center hosted the first activity of this initiative—a small workshop of representatives of election observation organizations and e-voting experts aimed at fostering collaborative discussion and the development of a draft methodology for observing electronic voting. This meeting, called “Developing a Draft Methodology for Observing Electronic Voting Technologies,” built on the results of a previous workshop hosted by the Center in 2005 on the challenges posed by electronic
voting technologies. Shortly after the November 2006 meeting, The Carter Center deployed a specialized technical mission
to Venezuela to observe the use of electronic voting in its Dec. 3, 2006, presidential election and to conduct a preliminary field test of the methodology. Following the Venezuela mission, Carter Center staff and consultants worked to update and revise the methodology.
The Center plans to test the draft methodology in at least two additional pilot missions. This short document, with the attached revised draft observation forms, summarizes the discussions of the November 2006 meeting, the methodological findings of the technical mission to Venezuela, and subsequent efforts by Carter Center staff to revise the draft methodology for observing electronic voting.

OSCE Guidelines on Population Registration
|
The guidelines were developed on the recognition that population registration is common to most, but not all, OSCE participating States and that in those States using this model, it provides the legal and administrative framework for compliance with fundamental OSCE commitments and international standards in three distinct areas: the rule of law, the right of universal and equal suffrage and freedom of movement, especially free choice of place of residence.
In particular, the guidelines emphasise the potential for synergies and effective linkages between voter registers and population registration systems in order to guarantee universal and equal suffrage.
The guidelines are addressed primarily to policy-makers and serve to elucidate the main principles governing the establishment and maintenance of functional systems of population registration in democratic societies. They outline the characteristics of systems which are compliant with the above-mentioned international commitments and data protection standards, highlighting good practices in the OSCE region while taking account of the various administrative traditions of 56 OSCE participating States.
The ODIHR will use the guidelines to assist states in building sustainable, accurate and transparent voter registration systems through the modernisation of population registration system in line with international standards and OSCE commitments on freedom of movement.

قامت المنظمة الدولية للنظم الإنتخابية برصد الموارد و أفضل الممارسات في مجال التوعية الانتخابية لدى الدول الأخرى ، فأعدت هذه الحقيبة من أدوات التوعية الانتخابية المكونة من ثلاثة أجزاء لتكون مرجعاً فى مجال التوعية الانتخابية . صممت هذه الحقيبة لتلبي احتياجات المجتمع المدني عند التعاون مع الفئات المختلفة في المجتمع المصري . وتتكون حقيبة أدوات التوعية الانتخابية من ثلاثة أجزاء كالتالى: الجزء الأول: دليل عن كيفية تصميم وتنفيذ حملة توعية ناخبين . ويحوي الجزء الثاني: التشريعات والإجراءات ذات العلاقة بالعملية الإنتخابية ، اما الجزء الثالث وهو الاخير فيضم : نماذج من الأنشطة
