Venezuela: Analysis of Voting Data from the Recent Venezuela Referendum (2004) On August 15, 2004, Venezuelans voted in a national referendum, to decide whether to recall President Hugo Chávez from office. The election was performed using Smartmatic electronic voting machines that tally votes electronically and produce a voter verifiable paper backup of each vote. Opposition figures have accused the CNE, the Venezuelan electoral authority, of election fraud. This paper describes a statistical analysis of the detailed election results reported by the CNE.

Venezuela: Comprehensive Report, Presidential Recall Referendum, The Carter Center (2004) The Carter Center accepted an invitation in November 2003 from the National Electoral Council (CNE) to observe the signature collections for the recall of the president. As each step of the recall process unfolded, the CNE granted observer status to The Carter Center, as well as to the Organization of American States, and, ultimately, to additional international observer groups and individuals. The Carter Center deployed an international observation team for each stage of the presidential recall process, namely the signature collection; the verification of signatures; the “reparos”, or repair of signatures; and the recall referendum. In total—and including the concurrent deputy recall process—the Center observed six electoral events in less than 10 months and in five of those, deployed short-term observer missions, an effort of commitment unprecedented in the Center’s history.

Venezuela: Final Election Observation Report to the 1998 Elections, International Republican Institute (1999) This report was published by the International Republican Institute, after its two electoral observation missions in Venezuela on 1998—one for the Legislative and Gubernatorial Elections on November 8, and the other for the Presidential Election on December 6. The electoral system had undergone major changes: a new electoral law (introduced in 2007, and revised a few months later), new recruiting methods for the poll-workers, and the introduction of automated voting machines. Furthermore, for the first time in 40 years, people voted for a presidential candidate with no direct ties to the country’s traditional political parties, Hugo Chávez Frías. Through this document, the International Republican Institute made several recommendations to improve the elections' transparency and integrity.
Venezuela: Electoral Observation Mission Final Report, Parliamentary Elections, European Union (2005) The European Union was invited by Venezuela's National Electoral Council (CNE) to deploy an Electoral Observation Mission for the 4 December 2005 Parliamentary Elections (National Assembly, Latin-American Parliament and Andean Parliament). The mission was established on 7 November 2005 and consisted of 162 observers that focused on the National Assembly Elections.
Venezuela: Carter Center Study Mission Final Report, Presidential Election (2012) This report of The Carter Center is based on a six-month project that followed electoral developments and ascertained Venezuelan perceptions of them. The report aims to provide an analysis for the international community in the absence of international election observation missions, and relies on the reports of Venezuelan national observer organizations, political parties, NGOs, and citizens, along with the observations of long-term consultants and an expert study mission organized by The Carter Center for the October 7 presidential elections.

The Carter Center technical mission had two main goals. Venezuela: Electoral Observation Mission Final Report, Presidential Election, European Union (2006) In response to an invitation of the Consejo Nacional Electoral (CNE) of the Bolivarian Republic of Venezuela to observe the Presidential Elections of the 3rd of December 2006, the European Union Election Observation Mission (EU EOM) initiated the deployment of 154 observers in the country on the 15th of November 2006. The observation work included the analysis of the pre-electoral political situation, the campaign, voting on Election Day (the 3rd of December), the counting, transmission, and aggregation of results.
