The Afghan Independent Election Commission, supported by the UN, will need to address a series of delicate yet essential issues. These issues include subjects such as the legal framework of the elections (the electoral law and the political party law) and the voter registration procedures. A fundamental aspect to take into account will be the security issue: all citizens in all regions should have the possibility to exercise their right to vote without intimidations or threats. The NDI representatives visited and interviewed candidates, government officials, the Independent Election Commission officials, journalists as well as women's groups and human rights organizations. The deteriorating security situation prevented the mission from visiting all the regions in the country.

The IEC found new evidence of serious fraud, which delineates a pattern of widespread intimidation, vote rigging and violence. On the southern districts the voter turnout exceeded 100%: in one district in the Paktika province, there was a 626% turnout.
