Direct Democracy Provisions (National Level)
Question:Are there any Legal Provisions for Direct Democracy Procedures at the national level?
Answer: a. Yes
Comments: The law on the citizens’ rights to political participation and oversight also recognizes the initiative for constitutional reform, the authorities’ removal and the demands of accountability. The removal of officials is for regional and local authorities, not for national authorities. The citizens’ initiative is included in the referendum modality, where citizens vote upon the regulatory issues that are presented to them. According to the law on the citizens’ rights to political participation and oversight, these mechanisms have to be requested by the voters.

Answer: a. Yes
Comments: Any constitutional amendment must be approved by the Congress with absolute majority of the total number of its members, and ratified by referendum. Referendum may be omitted when the consent of Congress is obtained in two successive regular sessions with a favorable vote by more than two thirds of the number of members of the Congress.
