To establish and retain credibility as impartial actors in a
sovereign country’s political process, observers must strive for constructive
relationships with all stakeholders. Staff and observers should actively pursue
meetings with other observers, government authorities, political party
representatives, journalists, CSOs across the political spectrum, and donors,
instead of waiting for actors to approach them.
