The varying levels of mobility and security between international
and citizen observers has been stated, but these differences may affect the
ability of both types of observer missions to conduct methodologically rigorous
observations. Whereas international observers have smaller missions that are
more mobile, they will not be able to observe all events at all polling
stations. This means that in terms of feasibility, national observers will have
a better chance to record and note all incidents that occur on election day.
However, national observers may not be as secure or welcomed
in some election contexts. Greater vulnerability to national conflict dynamics
and law enforcement mechanisms may inhibit national observation missions’
ability to observe around the country and make robust, holistic
recommendations.
