In many countries, the constitution explicitly guarantees equal
human rights for men and women, including civil, political and electoral
rights. “If a constitution does not specifically include such language, this
may ultimately prove to be a serious impediment to women’s participation.”[1]
National constitutions can also establish quotas for women and other TSM.
