Technology does not run itself. All items of technology need people to operate them. Election management bodies (EMBs) must employ staff to look after their technology and to use the technology.
All users of electoral technology need training. Permanent staff, casual staff, consultants, contractors, voters, candidates, political parties, the media and any other users of electoral technology need to be trained in the use of that technology according to their varying needs. The level of training required will vary with the complexity of the technology and the amount of interaction the user has with it.
Even after a user has been trained, there will still be a need for ongoing support. There will also be many occasions where a user will need assistance in a 'real world' problem.
