There is increasing excitement as well as concern regarding the introduction
of technology into the electoral process. Many, if not most, countries are
currently using, exploring, or at least contemplating the implications of
electoral technology ranging from databases for voter registration,
electronic voting, to bio-identification systems, optical scanning, and
geographic information systems.
The pursuit of new and innovative means of ensuring the franchise is
commendable. Nonetheless, careful consideration should be given to the
dangers to the electoral process of inappropriate or untimely introduction
of technology, especially if the introduction compromises transparency,
local ownership or sustainability. The ACE Elections and Technology Topic
