The IEC found new evidence of serious fraud, which delineates a pattern of widespread intimidation, vote rigging and violence. On the southern districts the voter turnout exceeded 100%: in one district in the Paktika province, there was a 626% turnout.

There are many phases to the electoral process: in an election, for example, these include the design and drafting of legislation, the recruitment and training of electoral staff, electoral planning, voter registration, the registration of political parties, the nomination of parties and candidates, the electoral campaign, polling, counting, the tabulation of results, the declaration of results, the resolution of electoral disputes, reporting, auditing and archiving. After the end of one electoral process, it is desirable for work on the next to begin: the whole process can be described as the electoral cycle.

Security was also a major concern in the 2007 elections, and its implications could greatly influcence the results. Finally, IRI makes some final recommendations to the authorities, the Indipendent National Election Commission, and the traditional leaders.

Principles for Election Management, Monitoring and Observation (PEMMO) in the SADC region (2000)

The "Principles for Election Management, Monitoring and Observation in the SADC region" - or PEMMO - is the product of an initiative that originated at a Southern African Electoral Forum Conference held in June 2000 in Windhoek, Namibia. The Forum drew together more than 100 participants from governments, electoral commissions, political parties, civil society and research institutions and electoral and political experts from the SADC region. These stakeholders exchanged views about the determinants of best electoral practice, especially those issues related to improving election management, monitoring and observation, and enhancing the transparency of the electoral process.

Ultimately, the Electoral Commission proved to be an independent and well-functioning body. The delegation concludes that the presidential and parliamentary elections were well managed and peaceful.

This report was published by the Commonwealth Observer Group after the 2006 elections. The report describes the preparations for the elections, and focuses in particular on the political campaign and the role of the media. Even though the observers were able to find some serious irregularities and shortcomings, the Electoral Commission worked efficiently and successfully. Furthermore, the newly established multi-party system was hardly tested: the opposition parties were handicapped by the lack of public funding and of media coverage. However, these elections represent a fundamental moment in Uganda's democratic transition.

This is a report published by the Commonwealth Expert team following the 2005 electoral observation mission in Maldives. The report briefly presents the political system of the country, and the pre-election events. The elections organization and management were marginally effected by the Tsunami, even though the reconstruction was not completed: it was a period of socio-economic change. The observation mission realized that freedom of expression and press was not respected. Great challenges undermined the success of these elections, like the lack of a multi-party system and a strong dominance of the government bodies. These elections were actually a part of a broader and ongoing institutional reforms process.

This report was published as a result of a Commonwealth Observer Mission in Sierra Leone. The Commonwealth mission observed the Local Government elections in 2008. One year after the peaceful Presidential and Parliamentary elections, Sierra Leone held Local Government elections. Local governments are fundamental in the country's democracy, especially after the 2004 Local Government Act. This Act devolved significant powers in key areas to local councils: education, primary health care, social welfare, works and technical maintenance, and financial management amongst others.
The elections were considered a success, and for the first time the people of Sierra Leone were able to directly elect Mayors and Councilors. The Mission concluded that the National Electoral Commission (NEC) has improved significantly since the Local Elections in 2004 and administered the elections properly. The report includes some final recommendations to the government of Sierra Leone, the NEC, the political parties and civil society organizations.
