Codes of conduct for national observers focus on the ethical observation of the elections. Depending on the system, these can be part of the NGO's internal regulations, or they can be part of the accreditation process and a condition of observation set by the election management body.
Some of the standards of expected behaviour for domestic observers include:
- Obey the law, observation regulations and the NGO's internal rules;
- Know and understand the electoral law, procedures and electoral calendar;
- Observe in a nonthreatening, neutral and unbiased manner. Do not carry any weapons;
- Do not obstruct the administration of elections or interfere with any citizen registering to vote or voting;
- Do not wear partisan colors or emblems when observing, and do not work on behalf of any candidate or party. Do not endorse or criticize any candidate;
- Disclose relationships, both personal and professional, that might lead to the perception of a conflict of interest in observation;
- Do not accept gifts from the institutions or persons you are observing; and
- Disclose your objectives for observing.
