Results should be counted according to candidate/party/option for each ballot box and each electoral district. The national Electoral Management Body will then count the total national results per political party/candidate/option and indicate this to be the final result.
In all cases, a double counting procedure should be used, even if it is computerised, before the results are publicly posted. After each 5 to 10 ballot boxes for example, a comparison should be done between the two persons responsible for the counts. If results do not match, the previous few addition figures can easily be verified and corrected.
If a computerised system is used, it is recommended that two persons should enter the same data on separate computer workstations. The computer systems can be programmed to immediately point out when and where entries do not exactly match for a specific electoral district. This makes the process of verification much simpler.
