Determining Who Can Vote
Determining who can vote obviously is a preliminary issue to determining who can register for voting. The files in this section discuss voter eligibility (see Characteristics of Eligible Voters) and then proceed to a discussion of the instruments that can be used to encourage eligible voters to register (see Encouraging Registration).
This is followed by a discussion of the various ways in which voter identity is determined in different contexts (see Proof of Registration), including the use of voter identity cards (see The Voter Identification Card: Advantages and Disadvantages). This section concludes with a discussion of the merits of using voluntary versus mandatory voter registration procedures (see Voluntary versus Mandatory Registration).
