The administrative framework required to implement a periodic list of voters requires
considerable flexibility in creating a new list for each electoral event. One benefit, however,
may be that the on-going administrative structure often associated with the continuous list and
civil register may not be required. Since the periodic list is not updated continuously, the
administrative structure in the period between elections can be relatively modest. The election
authority must be prepared, however, to put in place a large and trained administrative structure
during the time the list is being prepared. To do so successfully requires advance preparation of
all election-related materials, including well-developed training manuals, a training program,
office infrastructure, position classification and responsibilities, and a host of other resources.
