Registration for Early Voting
Early voting is a common feature of democratic electoral systems because it provides an
opportunity for those who are eligible but are unable to attend the voting sites on election day.
The use of early voting requires two considerations. The first is that if the voter is not already
registered, a decision must be made as to whether they can register and vote at the early
voting station. One would expect the same rules to apply here as at the regular voting station
during the general election. The person in charge of the early voting station, the deputy
returning officer or equivalent, would have the authority to add the individual to the voters list.
Revised List of Voters
The second consideration is that when early voting is used, there is a need to provide a revised
list of voters to the regular voting station. This revised list identifies individuals who have voted at
the early voting stations and ensures that they do not vote at the regular voting station as well.
