Closing Date Depends on a Number of Factors
The goal of a voter registration initiative is to develop a comprehensive and inclusive voters list,
which is as complete, current, and accurate as possible at the time of the election. There is no
single best date for the closing of a registration effort that is suitable in all situations and contexts.
Instead, the decision on when to close the registration period is unique to each context, and
depends on a number of other factors. Some of the factors that influence the appropriate date for
closing the list are the following:
- The length of time it takes to produce the final voters list, on the basis of the pre-election rush
to register, will affect the date at which the list may close.
- The mandatory or discretionary nature of voting and registering to vote has influence on when the register closes. Systems with mandatory
registration are in a position to close the list earlier because voters are aware that they may be fined
if their registration information is not current.
- The degree of centralization of the voter list affects when the register closes. Systems
characterised by greater decentralization may be in a position to respond more quickly to changes
in the registration information, and thus may be able to close the list at a later date.
