The operational infrastructure requirements for the initial registration in the development of the
continuous list is similar to those for the periodic list (see Operational Infrastructure). Requirements will change
significantly when the activities of the election authority turn to the maintenance of the voters list.
Establishing the Geographic Framework
Developing a continuous list must consider the way in which the data are to be stored and the
manner in which tracking occurs over time. One of the least changeable features of the electoral
environment is the residential addresses on which a continuous list can be built. The advantage of
the geographic framework is its stability; although people move (in increasing numbers each year),
homes normally do not. Establishing the voting divisions as the basis of the continuous list enables
the development of a highly distributed, localized election infrastructure responsible for tracking
information in the local environment.
