The Report of the Independent Electoral Commission makes very apparent that the decision not to use a voters list was due to overriding political pressure to hold an election under the historical circumstances of a massive broadening of the franchise to include black citizens. However, it was the view of the commission that this decision came at a significant cost, both in terms of the increased costs associated with verifying eligibility at the election polls, and costs in terms of decreased efficacy of ballot reconciliation.
